There is no doubt in my mind that Tz is still the major play. When the Govt is accused of wanting to offer higher prices to producers, neighbouring countries want to line up for gas supply and an under supplied market is screaming; we have to be able to make a buck.
The article 04/06/2009 showed that Kenya wants to put in a natural gas plant to be supplied by Tz, one would think that they would be aware of capacity constraints and Songo is a lot closer than Mnazi Bay...

Kenya and Tanzania are the largest East African economies and they are aware that Uganda is chasing them down. They need to keep growth moving (they are high growth economies)..
Cash will come from China or India (both are in there already) or from Europe/US interests that are keen to keep China and India out.
KEY farming into Ruvuma would be interesting, but offering to take a bigger slice of Nyuni would be even better imho..
Cash when you can get it is very handy as long as something constructive is done with it..
