comes under Office of Liquor Gaming and Racing (but after after post election shuffles who would know) This from the Qld OLGR website less than 1 week after election:

"As a result of machinery-of-Government changes effective 26 March 2009, the Office of Liquor, Gaming and Racing is now a part of the Department of Employment, Economic Development and Innovation."

As soon as the election was called we were in for some delays. Labor in NSW and Vic have passed it as ok must be a reasonable indication.
There would not have been order in the house had it been approved during a week of very recent times :

"Bligh Government supports Responsible Gambling Awareness Week
The Queensland Government is asking venues and their patrons to support Responsible Gambling Awareness Week, which runs 10-16 May 2009."
