we all had a bit of innacurate speculation about this one - the closest i got that shell mightn't do anything with pes or aoe for now was after the lng aoe and gocar? deal - shell would have been offerred some sort of opportunity by aoe and it muct have been declined. Shell can come in later and take a big player ( sto or org or even bg)out and /or see if the staff it is seconding to aoe can get some better results out of their leases- it may then take aoe.
