I hope you mean Xmas in July. All involved should have gone thru the T of R by now and including I suspect FJ and co. The facts should be largely known and the COS for both sides. Bearing that in mind, I would think that WPL will act accordingly. I think everything is in WPL's court, whilst FAR is prepared to wait it out. The pre hearing in July will virtually confirm whether to proceed further or not.
