Pioupiou thank you for the links . I have been reading a little about Formosa’s environmental ‘slip’;
(And commendations for your impartiality in comments about it )
.. “More than 40,000 jobs were directly affected in four provinces dependent on fishing and tourism. Across the country, a quarter of a million workers felt the impact, according to the labor ministry.”

... “Before the company and the Party could stop them, Vietnam’s supposedly state-controlled press gathered all the rope necessary to hang Formosa for dumping toxic waste into the ocean during April of 2016. A diver who went looking for fish discovered a waste pipe buried under sandbags and rocks; he told reporters that a faceful of noxious yellow discharge left him dizzy and ill. Reporters also published the names of a sick and dying dive team — Formosa sub-contractors who had been working in the area before the fishkill. As the evidence piled up, the steel plant’s tubby Taiwanese director, Chou Chun Fan gave a televised interview that bordered on the Trumpian.
“I admit that the discharge of wastewater will affect the environment to some extent, and it is obvious that the sea will have less fish,” he told a female television reporter in perfectly patronising Vietnamese, “but before we built the plant, we had got the permission from the Vietnamese government ... To be honest, we must lose some to win some. You want the fish, or the steel plant? You have to choose.”......

....Tubby Chou Chan is chewing the fat somewhere else these days - he got the sack. But does that mean anything?
I sincerely hope in years to come the foreign entities likely to be controlling much (more) of Australia show environmental concern but if they don’t at home, what hope is there ?
Now I have to go back to read one of the links I put up saying the EPA is ‘embattled’ and find out why : /
....Oh and the human rights issues: They pulled Hoang Duc Binh out of a car more than a year later and incarcerated him for 14 years for “organising the protest”. Last year despite having no direct evidence they refused an appeal

- I imagine those in the EPA would be seeking danger money for any dealings with this mob.
Considering the above Pioupiou, I would think, rather than trying to delay things, Formosa would be hustling to move itself and it’s taint onto new ground.
Port Hedland is nice and remote with mostly just an inconvenient caveful of endangered leaf nosed bats at the Iron Bridge site*
I’m also thinking Fortescue would be a bit wry about signing a 33% prenuptial with Formosa, despite the dowry.
If I was FMG I would be the one delaying ... keeping Formosa quietly in the bottom drawer as long as possible.
However it may not wish to be contained . As per your January link , it is set for major expansion with the 12 new wharves (33% bigger!) at a port built to import coal and iron ore.
It now understand your interest and am also interested to see if the is “soon” announced as approved or if it will be kept in mothballs a bit longer
And I agree the delays have potentially been good for NRW ...and for the bats .

See a Page 15 for the creatures - Northern quoll, olive python, leaf nosed bat ....
If the livelihood of fishermen across four Vietnamese provinces didn’t much matter I guess the quolls dont stand a chance
“Oh, we´re off to see the wild west show
The elephant and the kangeroo
Never mind the weather
As long as we´re together
We´re off to see the wild west show..”
