it's called capital raising champ, funnily enough, it was the main reason listed markets were created in the first place. just whack a few searches into google mate, you'll get the gist of it.
if you can't see that a $4m market cap company with $2m in cash isn't basically a shell looking for a viable project to undertake then maybe you should try selling second hand cars on gumtree or something a little less complicated.
