No, they don't. They don't have any rights at all to see what is in the report. The special counsel regulations require Mueller to write up his findings and submit them to the attorney general. That's all. The A.G has no obligation to publicise any of the findings and if the A.G chooses to then the A.G is only allowed to release what he can within the parameters of the special counsel regulations.
