So it is fair to say Axiom has to deal with the weather and could be one influencing factor for the 20 day delay?

Also, you alluded to the fact that culturally corruption is part of the indigenous culture as you are there and Europeans would not understand? Can you explain this on the basis of a corrupt Minister and how this is cultural?
