All rather simple FAR believe they were entitled to additional information as part fo the PE process COP did not provide what they wanted and from that one can take a view COP believed they had supplied all necessary information as required by the process. So the only issue is was FAR request re PE reasonable and within the JOA/PSC. I suspect that the wording on PE with the JOA/PSC can be interepted in many ways depending on what you wnat the answer to be?.

Oh just to ensure this is not construde as a negative post I believe FAR will get something out of this action. No comment on who is right and wrong, as most likley both parties have had their part to play and its only the end result that counts - its just a game with high stakes nothing more. Remember what either side put out is just to support their objective and actions and is only one side of the discussion.
