Why the cheer squad complicate things who can say, maybe they don't understand.
The simple answer is FAR could have said within the 30 day time slot, "we want to PE the 35%"
The WPL/COP deal took about 4 months till final sign off.
In other words if FAR took up PE rights they had 4 months, just as WPL did, to find out any hidden costs.
If in that 4 months, the time it took to close the deal, FAR didn't like the deal, they simply could have walked away.
The reality is FAR didn't do that.
The only reason for that was that they never had a backer or finance in place.
So why they went ultimately down this path is still a mystery.
