If you put that kind of disclaimer in a tender / quote of course the client would tear it up because as they're the ones paying you to perform the service, they have a contractual right to rely on your expertise and your PI insurance.

If you were to publish a document about the general principles of building a house, then you would surely want to include a disclaimer like this one so that if someone came along a followed your 'advice' without paying for your services, you wouldn't want them to be able to sue you if their project didn't work out for them!
