In a nutshell. They're not drilling out Succoth. They're drilling to try and understand it.
Let's say it takes 3 or 4 years to do limited sequential drilling to get to understand the geological controls.
It then takes another 3 to drill some of it up to production status if you're mining at 10m TPA. i.e. They want to be able to make a decision in 3 to years time what to do with it accelerate not a strong copper price environment or not. Given these deposits are mutli-year deposits I suspect you do not have an appreciation for how long it takes to do these things properly.
For example Olympic dam probably the biggest Cu - U mine ever was discovered in the 1970's. Only developed in the 1990's it going strong now likley expanded and will be able to go for 50 years or more probbaly.
