The trouble was that the cost of the plant escalated from 1.8b to $2.7b. Someone didn't do an accurate assessment of the costs. Typical engineers with no knowledge of costings. Keep engineers as far away from costings as possible.
Like the major freeway in Melbourne where the engineers missed 2 bridges worth $40m.
Get qualified and knowledgeable quantity surveyors every time (but be very selective)
