IMO, I believe via Zambia to Dar Es Salaam is viable.
For Moba, it makes sense that AVZ controls the route to Moba............ Only way to maintain it and hence a new route in my mind is best fit. Hence why I made mention of @Obe wan 's post on lime stabilisation. Stabilisers make ‘crap’ ground look like a runway. It only takes a 100 days (3.5 months) 3.5-5km a day, and she’s away.
In my view, best to construct the road to Moba and control it as a haul road. TRC is getting better and is the Kigoma link.
Other route, south on Tanganyika to Zambia - sealed road to Tazara railway and then to Dar Es Salaam.
I’d say that’s the same route the recent MET test cores went through
