It is designed to encourage long term investing.
A person has to hold the investment for longer than 12 months to get the benefit.
That is an eternity in the markets of today.
Also it was the conditions set when purchasing the investments.
Changing the goalposts all the time creates uncertainty and is bad in my opinion.
