Never say never.!
Especially when millions of dollars are at stake and the innevitable NIMBY protests begin and likely injunctions are factored into the equation.
While the article in question refers to disposal/management of PASS 'dredging spoil', the source is irrelivent.
If dredging spoil containing PASS can be dumped at sea (not Port Philip Bay obviously), presumably, there is no reason why TBM spoil couldnt be handled in a similar fashion.
It might be cheaper, incur less risk & be much less disruptive to load 100,000 ton barges with spoil, cover that spoil in water & ship to a disposal point somewhere off the coast.
Mark my words, there will be protests no matter the selected disposal point.
