Why dilute more than is absolutely necessary? Massive dilution would be worse for holders, so if $5mln is forcast as the bare minimum required, prudent and shareholder friendly action would be to keep dilution to the strict minimum but doing the minimum sized CR necessary to cover period until financing decision.
