Every diamond has to have proper documentation..... no one will buy a diamond for example that was stolen, it would be foolishness to pay millions and not get the proper documents.

This is why Joe wants the Mine....
He has Millions of Millions worth of diamond stashed away and he wants the Mine all to himself so he can start this documentation process.
