mate ,IMHO is three option here.
first, because they find cobalt previously, doesn't mean cobalt is everywhere in SJ.
second , if BoD know that is big possibility of cobalt in SJ, but they make decision to save on testing cost this will only proof that they are greedy and dumb.
third, BoD know that this cobalt didn't make any positive impact on nickel price .
