Mining licences and processing times:
In relation to the granting of an exploitation licence, the licensee and the Ministryof Mineral Resources discuss the development activities which are to be carriedout prior to the commencement of production.The development activities include, among other matters, the licensee's preparation and submission of an environmental impact assessment (EIA) regarding thespecific exploitation. The EIA is the process by which the anticipated effects onthe environment of the proposed activities are assessed, reported and evaluated.If the activities are assumed to have a significant impact on social conditions, theapplicant must also prepare and submit a social impact assessment (SIA) whichmust demonstrate, describe and assess the potential impacts of the proposed activities on social conditions and recommend initiatives to realize both direct andindirect sustainable development opportunities as well as mitigate negative impacts. Furthermore, the licensee must enter into and comply with an impact benefit agreement (IBA) with the Greenland Government and in most cases also oneor more municipal councils on social sustainability and other socio-economicmatters.The above processing time for an exploitation licence begins when a completeapplication is received by the Ministry of Mineral Resources and ends when theMinistry of Mineral Resources has granted the licence or rejected the application.The EIA, SIA, and IBA processes are all included in the average processing timefor the exploitation licence. Note GGG have not sumbitted the application yet so the clock has not started.
