Yeah, no.
From my understanding the Superintendent is a conduit or middle man between HRR and Sedgeman. If they have decided that the requested amount is unjust, which they have then that's the end of it.
HRR can now claim damages which Sedgeman will need to pay - again this is from my basic understanding having googled the rules.
