Nothing has been technically issued Yet!
But Highbury should you sell said Permit or GAS entity for between $1.10 and $2.00 and we will issue to you -
2,500,000 PR/Shares at the sale price to be yet determined.
Bottom line if Highbury sells they will paid handsomely.

Ive read it as if they sell GAS for $2+ a share they get the whole lot of performance shares.
if its between $1.10-$2 they get a certain amount based on some sliding scale we have not been made aware of.
if sale price is less than $1.10/share they get nothing.
