I think you’re reading the new rules in a far too restrictive way. Financial advisers will still be able to recommend annuities in the context of a conversation about retirement income; they won’t need their customer to walk in saying “I want an annuity”. It is not the same thing as (for instance) having to opt in for a commission trail as opposed to an upfront fee. In fact, annuities may well benefit from the new framework, because the less suitable products will be heavily penalised.
