The best time to buy into CHO (not withstanding the depressed sell off for some reason or another that occured earlier this year) is when the rights issue is placed. A max of $5k is allowed (correct me if i got this wrong). Thats all thats needed to be done that allows an investor to buy more without the brokerage/intermediary charges.
