I think its a case of people simply refuse to value the resource and or operation as worth a thing. Until its definately found to be accessible. If you cant touch it. Its not worth anything.
Makes it better for us though. Those who find the probability of the resource being accessed in time to be high and therefore can buy in at "worthless" value before the market finds out otherwise.
