i looked at this rutile deposit about 15 years ago, it is very interesting.
the issue with malawi is transport out of the country, so any bulk commodity is going to have to be pretty special to overcome transport costs - both the graphite and rutile are in the same 'boat' so to speak. there is potentially enough value in rutile to make the project work, but mining and processing costs would have to be very low - that is how iluka make sierra leone work, very cheap dredging operation and minimal transport costs to port for export.
for other 'best deposit, worst location' deposits look at rio tintos simando iron ore, avz's mananono li, and cay's bauxite in cameroon. all world class operations that may never be mined under current pricing and technology (things do change, be we can only trade and invest in what we know how right?).
