Jiameng is the CEO and controls the bank account . The way banks operate in China are a lot different to Australia. If he doesn't agree to do something such as make a payment for a dividend this could be difficult to implement. He has most of the power not the board for XPD. It would be very difficult to replace him.
The annual results are due at the end of February... ie in 6 weeks we will get an update... If there are no surprises the share price should start to firm up. If there are some surprises this is already built into the share price.
