Happy to stand corrected, but isn't this a refilling the placement bucket deal effectively.
I.e. they have utilized a portion of thier placement capacity and are seeking via Resoloution 1 to refresh that bucket by 10%
And being a percentage.. it wouldn't matter if its before of after, it is 10% of issued shares at the time
