Yes its a total bummer that alkaline didn't work, But there a lot of good that come from taking the alkaline path,.. Low pH permit would of taken much longer, With alkaline permits in hand its easier to transfer to Low pH,.. PEN may not have had contract signed because of the time to permit Low pH,.. may not had been funded,... may not have a processing plant,....
I think we can all agree that low pH will work, the question is by how much...
