You would have to argue that the latest transaction, that being Rossing sale would be the best indicator of what the market is willing to pay for a Uranium asset with pounds in the ground.
If Paladin is priced similar to Rossing then the share price needs to be closer to 70cents. If it matches Cameco then 60 cents a share.
