Wow, that seems awfully high. I've been in oil and gas for around 30 years and never heard such a thing.
Maybe they left out a decimal point?If STO break even is 38 dollars a bbl I'd be very surprised the Saudi breakeven is that high.
Maybe they're referring to the balancing of the Saudi finances for the country?

i could be wrong but I'll keep talking to my colleagues and take the printed word from journos with a pinch.of salt.
I'd be more interested in STO figures for their JCC gas pricing for November.
