    You're trying too hard Riskon22,

Everyone following KNL knows KfW is main 'proposed financier'.
KfW working as a partner to resolve issues brought up by legislation according to that new slide:

"Company has worked with its proposed financiers and legal advisors to develop solutions to issues raised by the legislative changes so that an acceptable outcome can be achieved as soon as possible."

Two AGM attendees whom I hold in regard confirming KfW partnership is active and ongoing does bode well for Q1 progress. Might want to keep in mind bigger picture regarding Germany and it's Govt. controlled banks and their interest in ensuring critical raw material supply. Recall Volkswagen recently announced gearing up EV production by converting 2 further factories in Lower Saxony:

Nov 16, 2018 VW confirms electric vehicle plants in Emden & Hanover
"Volkswagen will be investing a total of 44 billion euros in future technologies by 2023 with about 3/4 of the money reserved for e-mobility alone. In accordance with the Boards latest priority, VW now confirmed their facilities in Emden and Hanover as new EV plants that will utilise the MEB platform."

With 55kg flake needed per EV it seems interests of KfW/Germany and KNL are well and truly aligned.
