Suggest you take a good hard look at ARU EIS, consider the $1Bn price tag 3.6ktpa NdPr against the false economy of duplicating excess separation capacity inside the Dragon.

Makes no economic sense without a ROW customer base, which in fact is the real reason Lynas survived (and Moly didn't), Japan simply extended the terms on debt and a few other minor concessions on finance as the company developed production into new supply chains.
No evidence whatsoever that can be replicated anytime soon.
As to Lynas residues, see if you can spot the massive bauxite pits within a few hundred metres of LAMP, illegal & abandoned on the industrial estate, would take decades to fill them with mixed residues ~1bq, clay cap, re-vegetated.
