If it's not running at full capacity (almost certainly the case else the company would be shouting from the rooftops) I doubt it's because they aren't running 3 shifts already unless the ponds aren't producing enough brine coming out of winter. If pond capacity is the issue, it would certainly explain why there are new ponds under construction and some apparently already in production.
Regarding "lethargy, an indifference, or sense of resignation", it's hard to feel any other way. Good timing for the new boss though - if ORE can't make great strides in production with a freshly maintained plant, increased pond capacity, and the summer high-evaporation season on the way, then there's definitely something seriously amiss.
