The effect of resolution 3 will be to allow the company to issue the equity securities underlisting rule 7.1A during the 10% placement period without further shareholder approval andwithout using the company’s 15% placement capacity under listing rule 7.1.

Do as you wish, my vote is NO NO  NO. I'm with Uz - release more figures and tell us if the plan is to get to mining or just drill and do nothing worthwhile, so that they can continue to be paid.
