Because you are planing on building a plant designed only to process lead/silver. This is more just a sign that G1A is 100% focused on Abra and just don't have the time and resources to explore the other ground they hold.
SFX did the same with CWX. I think it is a good idea as it unlocks the value of this ground for us - it is not like it is being given away for free.
