The shortfall is great for a wealthy group to acquire 10 million shares at close to 36 cents.
I imagine that the underwriter would be keen to off load the shortfall immediately and take a quick profit.
The wealthy group is able to obtain a large number of shares at a good price without buying them on the market and forcing up the price.
A cynical person may think that continued selling at near the issue price caused many small holders not to take up their entitlements.
