Perhaps it's because offshore wind is more expensive to build and deploy, and unlike Europe, Australia has plenty of suitable locations for onshore wind in areas that are relatively sparsely populated and/or the locals are quite happy to have them.
There is one being planned for Bass Strait off Gippsland - you'd reckon it would be an ideal location given Bass Strait is both windy and shallow.
