Not so sure about this in view of
1. Say's Law in its short form: Supply creates its own demand (although actually it is a mis-application thereof, as Say was stating that supply would create more demand from the supply side, whereas here I am suggesting that met demand would create more demand from the demand side).
2. My gingerbread and cheesecake post.
... so I think vanadium prices may remain high even with a general downturn in the metals market.
