Export prices aren't rising, much.........

"In terms of average export prices, the average export price of China's rare earths in August 2018 was US$1,1983/ton, an increase of US$3747.6/ton from the previous month, an increase of 45.5% from the previous month and an increase of 53.5% from the same period of last year. From January to August, the average export price of rare earths in China was US$9706/ Tons, a substantial increase of 29.1% year-on-year."

Now I've lost track of who's throwing tariffs at who but little doubt that's impacted a 45% jump MoM, regardless, with basically static volumes YoY broad export prices are tracking substantially above previous 2 yrs.
