If those call centre sales staff are performing follow up calls, whereby a potential customer has made an initial inquiry, eg by responding to a tv advertisement, this is not outbound selling under ASIC's meaning.

To be deemed 'outbound' the call centre staff must be doing cold calls, whereby the customer wasn't expecting to be called.
