Yes. I had in mind Edison and how he metered electricity supply early on, incredibly primitive but it worked. I don't think there are any particular safety concerns with these things as the main risk would be them getting away and mooring things in the sea is hardly new technology. Also wave power is essentially free so they don't need to be perfect. The Caribbean island sounds great.
