I am only going to say this once. Licenses are sellable, I have operated a Video Store License, a Alchole License, a Lotto License, a Newsagent License, and also a Post Office License and in all cases, the licenses were transferable therefore it is sellable (well I did sell those anyway). As time passes the conditions of the license being granted are different, making it hard and harder to get certain licenses, therefore people whom hold the existing one sell the old licenses (if it is still valid) to people whom want to open the same business in the IMMEDIATE areas. Therefore a childcare center license is no exception, to apply for one, and to prove that you have the facility to run one is alreadt a cost, from my memory, each center license cost around 10K for a max 40 Kid center, and an tri-annal fee of around 1.5k to renew it or something like that.
