Announcing contract wins is a big improvement on no information about contract wins! Ultimately financial results and the drive towards positive cashflow will determine how this company is viewed and its share price of course! However without any regular communications of contract wins or forecasts then investors are left in the dark and the share price will sit at rock bottom. The company does have a duty i believe to announce anything that is material so here's hoping that the announcements keep coming and that the inevitable poor results due in the next few weeks will reveal a strong pipeline coupled with a heavily reduced cost base which has been intimated in previous comms.
