A few years ago, I tried to renew my passport at Australia post. With every visit they introduced a new problem instead of telling me everything I needed to correct in the first visit. Very frustrating but I suspect it's along those lines rather than something more sinister.
We wouldn't have got the unsecured money if this wasn't going to happen IMO.
