The proposal is a scheme of arrangement
That may have just been the nice gentle approach to get STO to provide access
The next may be a higher conditional bid to soak up the 70% they don't have
The final result would be ENN and Hony having 30% together and Harbour 70%
With oil prices recovering the Santos is worth more than USD$4.98
At current ex that is A$6.61
So market is trading below the "offer" price
Main reason I think is the uncertainty about the FIRB and SA State Govt attitude to losing
an icon company
