Sandypat - your statement is not correct. There is no clause in the relevant legislation (Mining Act 1992) to prevent award of an exploration licence to a party just because they have an association. The only exception to this is when the regulator receives two or more applications for an EL at the same time (which isn't the case here) - he then runs a ballot to determine the winner and obviously removes associated parties to avoid rigging the ballot...​
