Open your eyes a bit Woolly and think about the biggest cause of congestion - humans (driver reaction speeds/inconsistent travel speed). Computers all reacting at the same time, travelling at the same speed, breaking at the same rate etc fixes any congestion (should they all be driver-less) Take the human out of the equation there and the efficiency of driver-less cars is through the roof.
