Lynas could very simply generate ~50tpa DyO & ~20tpa TbO by toll separation of existing stream SEG/HRE, and they could use a Japanese separation company that they are already supplying, or the Rhodia La Rochelle facility which was the original business plan. Those quantities would meet the majority if not all ROW demand.
Why aren't they?
It is simply not economic to do so at current HRE values/soft demand.
If that changed they could toll HRE in a matter of months with zero CapEx, why would they bother with a skinny, unproven resource like NTU?
