It is Africa Alliance, a local Botswana incorporated asset manager that has been allocated a chunk of money by BPOPF to manage on their behalf. And it was Africa Alliance that decided to take (what is probably) an (initial) investment in Tlou. That is very different to saying it is BPOPF that decided to invest in 6% of Tlou. But then not everybody is all that interested in the precise detail.
